A group of BSP workers allegedly stoned the office of a Malayalam daily here on Friday protesting a cartoon carried by it on the currency note garland controversy involving Uttar Pradesh Chief Minister and party supremo Mayawati.
   
According to a spokesman of the newspaper, "Tejas", the slogan-shouting group, holding the BSP flag, smashed the office sign board and damaged a vehicle parked before it.
   
The protesters alleged that their leader was depicted in a "unsavoury manner" in the cartoon "unbecoming of the journalistic ethics and values".
   
Police said a case had been registered in connection with the incident.

The statues: 'I want to be at every traffic light in town'
During her four tenures as Chief Minister, Mayawati erected several statues of Dalit leaders Bhimrao Ambedkar, BSP founder Kanshi Ram, and yes, of herself.
Her government even approved a plan to have a police force guard the statues. These statues and the memorial parks in which they are erected are said to have cost the state a whopping Rs. 2,000 crore. Schools, civic amenities and pensions can wait.


The Taj Corridor
The Taj Corridor project was a move to upgrade tourist facilities near the Taj Mahal, implemented during her tenure as Chief Minister in 2000-2003. The BJP government at the Centre then gave the environmental clearance required for the project. But it was stalled after questions were raised not just about the environment, but also about massive embezzlement of funds meant for the project. Mayawati denies any wrongdoing. She, however did manage to stall the much-talked about project and there was even word to pass off the half-completed construction as relics to tourists!

Vindi' Banga bids adieu to Unilever


Manvinder Singh Banga, president (global foods, home & personal care) at Unilever Plc, has called it a day after 33 years with the FMCG major. He will leave by the end of May. It is unclear, however, where the London-based executive is headed to. 

Better known as Vindi, Banga is also member of the company's executive board called Unilever Executive. He will be replaced by Michael B Polk, who is currently president (Americas) at Unilever, according to a press statement.
HUL: Volume growth returns 
Polk, in turn, will be replaced by Dave Lewis, who is currently vice-president of Unilever, the UK and Ireland. He will join the Unilever Executive.
Banga, an IIT-IIM alumnus, began his innings with the FMCG company in India. He became chairman & managing director of Hindustan Lever Ltd (HLL), as it was called, in 2000, subsequently moving to Singapore in 2004 as president, home & personal care, Asia. He joined the Unilever Executive in 2005 as president (foods), creating the foods category organisation.

In 2008, he was given additional charge of the home & personal care categories, which allowed him to create a single Unilever global foods, home & personal care category organisation. This organisation is responsible for innovation and marketing mix development across brands.
In India, too, Banga did something similar during his tenure as chairman and managing director. He implemented the Unilever Power Brand strategy, attempting to trim the Indian subsidiary's vast portfolio of brands, focusing instead on a few high performers. This strategy met with mixed success.
"I have thoroughly enjoyed every moment of my time at Unilever, especially the last few years, during which we have transformed the company. Our global category organisation is a real powerhouse that combines global brand and technology scale with local knowledge and execution," Banga said about his tenure with Unilever in a written statement.
Paul Polman, chief executive officer, Unilever, said, "Vindi is a great leader and has had a very successful career with the company. He was responsible for a significant improvement in our innovation results, delivering bigger ideas with global scale. He will be greatly missed."

Mumbai: Upset over being ignored by BJP president Nitin Gadkari, actor-turned-MP Shatrughan Sinha on Thursday  became the first party leader to publicly criticise the composition of the new team of office bearers, saying it was "new wine in old bottle".
While there have been reports of unease among some leaders, Sinha was forthcoming in an interview to PTI claiming some of the "most deserving" people have been left out in the much-awaited team announced on Tuesday.
The 'Bihari Babu' dubbed Gadkari's team, touted by the party as an effective blend of youth, experience and women, as "new wine in old bottle and, if we include bodies like the party's parliamentary board, old wine in old bottle". 
Without naming anyone, he said some of those inducted could have been avoided.
For the record, Sinha refuted suggestions that he was a contender for any post. He felt that senior leader and former union minister Yashwant Sinha should have been included with an eye on Bihar assembly elections due in October this year.
Yashwant Sinha, a former leader of opposition in the Bihar assembly, has held key portfolios at the centre including those of Finance and External Affairs.
"Bihar assembly polls are most crucial for the party in the near future, yet a leader of the calibre of Yashwant Sinha has been kept out of the team. Some of the people who could have been avoided have been taken at the cost of some of the most deserving people," he said.
"I have always treated Gadkari like a younger brother and friend. Nevertheless, the composition of the new team, personally speaking, is unfortunate and I am quite unhappy." 
Sinha claimed that the team was constituted without consulting "people who matter like my friend and Leader of the Opposition in Lok Sabha Sushma Swaraj and some other top leaders".
"Being a senior and matured leader, I do not want to break party discipline by making any undesirable comments but I am certainly worried and to a certain extent unhappy with the composition of the team," he said and went on to add that "most partymen are unhappy but there is time and we will wait and watch."
Party insiders said Sinha was unhappy over the appointment as general secretary of Ravishankar Prasad, a fellow Bihari and Kayastha casteman.
Sinha, one of the star campaigners for the party in the past several assembly and parliamentary elections, wanted a greater role for himself in the Bihar polls, sources said.

Many of his followers felt cheated after Swami Nityananda's intimate moments with a south Indian actress were telecast by a Tamil TV channel.

Subsequently, Nityananda's ashrams in Tamil Nadu and Karnataka were set on fire.

Both the swami and the actress went missing after the footage was telecast.

The ashram claimed that the spiritual guru was in Haridwar attending the Kumba Mela.

Later, in an interview to a TV channel, the swami said that the actress had been his devotee for a very long time.

He said his personal life was misinterpreted. He claimed that a part of the video has his presence but later on it is morphed.

Godmen run not only ashrams, but brothels too!The Delhi police busted a sex - racket run allegedly by a godman named Shiv Murat Dwivedi.
Dwivedi, 39, was arrested with his aides and six women, two of whom are airhostesses.
Police said that Dwivedi had set up a temple in the Khanpur area of Delhi and ran the racket from there.
Police said that a TV actress was also actively involved in the racket.
Dwivedi, also known as Ichchadhari Sant Swami Bhimanandji Maharaj Chitrakootwale, was planning to make as much money as he could till the Commonwealth Games were over and then flee the country.

In December 2002, the Madras High Court confirmed a lower court's order sentencing Swami Premananda, and his secretary, Kamalananda, to double life imprisonment.The charge against Premananda was that he raped young girls in his ashram near Tiruchirapalli and forced those who became pregnant to go for abortions.
He was convicted for 13 rapes and a murder in his ashram. He murdered an engineer named Ravi who had tried to expose him.

Islamabad: Pakistan Prime Minister Yousuf Raza Gilani may soon appoint former PML-Q leader, and one-time Musharraf loyalist Makhdoom Faisal Saleh Hayat as the country's finance minister.
According to talks doing the rounds in Pakistan, Hayat is expected to take oath within the next 48 hours, as he has already had separate talks both with Gilani and President Asif Ali Zardari.

Boston: Hackers have flooded the Internet with virus-tainted spam that targets Facebook's estimated 400 million users in an effort to stealbanking passwords and gather other sensitive information.

The emails tell recipients that the passwords on their Facebook accounts have been reset, urging them to click on an attachment to obtain new login credentials, according to anti-virus software maker McAfee Inc.
If the attachment is opened, it downloads several types of malicious software, including a programme that steals passwords, McAfee said.
Hackers have long targeted Facebook users, sending them tainted messages via the social networking company's own internal email system. With this new attack, they are using regular Internet email to spread their malicious software.
'Google to obey rules even if it pulls out'
A Facebook spokesman said the company could not comment on the specific case, but pointed to a status update the company posted on its website earlier warning users about the spoofed email and advising users to delete the email and to warn their friends.
McAfee estimates that hackers sent out tens of millions of spam across Europe, the United States and Asia since the campaign began on Tuesday.
Dave Marcus, McAfee's director of malware research and communications, said that he expects the hackers will succeed in infecting millions of computers.
"With Facebook as your lure, you potentially have 400 million people that can click on the attachment. If you get 10 per cent success, that's 40 million," he said.
The email's subject line says "Facebook password reset confirmation customer support," according to Marcus.

Chennai: Defending champions Deccan Chargers roared to a comfortable 31-run victory against the Chennai Super Kings for their first win in two matches of the Indian Premier League Twenty20 cricket tournament here Sunday.

After posting a huge total of 190 for four in 20 overs, the Chargers pegged the Super Kings for a fine victory following their shock defeat to Kolkata Knight Riders Friday.

The Super Kings contributed to their own downfall, first with some ordinary bowling at the death and then shot selection while chasing the total.

Scorecard 

A touch of haste born out of anxiety saw Super Kings losing wickets early in their chase and the Chargers looked well on way to a comfortable victory.

Opener Murali Vijay, attempting a big hit, was bowled and in the same over, Suresh Raina departed after slamming Vaas for a six.

In the next over, Hayden, who looked in ominous touch, was caught in the deep attempting a big hit off Vaas and then the Super Kings lost Subramaniam Badrinath, who holed out in the deep to present Ojha a wicket in his very first over.

The Super Kings came up with a brief recovery as Dhoni and debutant Justin Kemp got stuck into the Chargers' bowling. However, Kemp, after having slammed Ojha for a six, rushed out to be stumped and the Super Kings were 70 for five after 10 overs.

But with the asking rate mounting, Dhoni chanced his arms once too often and fell to Symonds, bowling his first over and the 15th of the innings. The skipper's dismissal virtually signaled the end of Super Kings challenge despite some big hits by Morkel.

The home team thereafter lost wickets at regular intervals as the Chargers cantered to victory, leaving Morkel unbeaten on 42.

Earlier in the day, the Super Kings were at the receiving end with Gilchrist (38), followed by Gibbs (45) and Symonds (50) setting the pace with some big hitting. Consequently, the runs came in a torrent and despite the back-to-back loss of Gilchrist and V.V.S. Laxman in the same over, the Chargers still had the momentum.

While Gilchrist was at his best, slamming sixes and fours en route to completing 1,000 runs in IPL, it was the Gibbs-Symonds partnership of 95 runs in quick time that took the Chargers to a challenging total.

The Super Kings bowling was rather disappointing as barring off-spinner Ravichandran Ashwin and to a lesser extent Muttiah Muralitharan, none looked penetrative.

26 killed as bus falls off bridge



Sawai Madhopur: Twenty-six people, including students and teachers, were killed and 34 injured when their bus hit a stationary vehicle and fell off a bridge into a dry river bed in Rajasthan's Sawai Madhopur district in the wee hours on Monday.

The mishap occurred along the Sawai Madhopur-Dausa border, 162 km from Jaipur, when the victims were returning home to Jhalawar from an educational trip to Vrindavan.

SP, Sawai Madhopur, Vikas Kumar said that 21 people were killed on spot while five succumbed to injuries in a hospital.

Condition one of the injured was stated to be serious.

The students and teachers belonged to a teacher's training institute in Khanpur in Jhalawar.

Deemed failures: Failure of MHRD and Higher education Policy

The “deemed-to-be universities” case in the Supreme Court gets curiouser and curiouser.


 
REPORTS about the proceedings on two different petitions before the Supreme Court have made the future of deemed-to-be-universities in the country appear increasingly uncertain.
In one case, Viplav Sharma vs Union of India, initiated as a public interest litigation in 2006, the Supreme Court on January 25 accepted the plea of 44 deemed-to-be-universities to restrain the Central government from derecognising them on the basis of the report of the Professor P.M. Tandon Committee, set up to review their functioning, until the court heard them.
A Bench comprising Justices Dalveer Bhandari and A.K. Patnaik directed the affected universities to file their responses before March 8, the next date of hearing. Noting that the issue involved a vital public interest affecting students, the Bench asked the government to place before it the reports of the Tandon Committee and the task force. The court’s directions were in response to the Central government’s affidavit that it accepted these reports.
In another case, the Supreme Court on January 29 issued notice to the Centre and the University Grants Commission (UGC) on a writ petition requesting the court to declare illegal Section 3 of the UGC Act, 1956, which enables the executive to grant deemed university status to an educational institution. In his petition, consumer activist Jitendra Narayan Singh said Section 3 of the Act conferred wide and unguided power on the executive to recognise an institution as a deemed university and such action resulted in the commercialisation of the system of granting degrees.
In recent years, the power had been exercised by the executive authority arbitrarily to confer university status on institutions that “have no standards to be recognised as universities”. These institutions in turn indulge in conferring degrees for profit, he told the Bench comprising Chief Justice K.G. Balakrishnan and Justices V.S. Sirpurkar and Deepak Verma.
“The innocent student, after having invested time, money and effort, receives a piece of paper as a degree which has no value or substance. The students ultimately find themselves being robbed of the value for their money paid for services offered by such deemed universities,” he alleged in his petition.
As the establishment of universities was held to be a legislative act, institutions could not be conferred deemed university status by the executive, the petitioner argued. Section 3 of the UGC Act, which confers the power on the Centre to notify deemed universities, amounted to delegation of an essential legislative function to the executive and this rendered Section 3 ultra vires of the Constitution, the petition claimed.

 
Students of Saveetha Institute of Medical and Technical Sciences, a deemed university, at Thandalam near Chennai, went on the rampage on January 19, a day after the Centre filed an affidavit in the Supreme Court saying that 44 such universities, including this one, would be derecognised.
The outcome of the second case will be watched with interest as it involves the judicial review of a legal provision that stood the test of time until allegations about its abuse began to surface in recent years. But it is clear to any observer that the outcome in the first case will have a bearing on the second case, even if the prayers of the two petitioners are different.
In the first case, the petitioner, Viplav Sharma, an advocate, sought a direction from the court to the government to confer the deemed-to-be-university status only on institutions providing quality training and certifications, producing highly rated research material, and having quality professionals with global acceptability. The United Progressive Alliance (UPA) government, which initially opposed his petition, changed its stance after it returned to power following the 2009 general elections, and the assumption of office by Kapil Sibal as the new Human Resource Development Minister.
UGC review
On June 4, Sibal directed that all pending proposals for conferring deemed-to-be-university status on institutions that had applied for the same be held in abeyance until a thorough review of the functioning of the existing deemed-to-be-universities was undertaken. He also directed the UGC to review the functioning of all such universities and report within three months the deficiencies with respect to maintenance of standards, qualifications of the faculty and the quality of infrastructure. Sibal pointed out that the deemed-to-be-universities should have obtained the accreditation of the National Assessment and Accreditation Council (NAAC) or the National Board of Accreditation, (NBA), as the case may be, within a prescribed period. Therefore, he asked the UGC to specifically report as to what the status was about accreditation and also about the rectification of deficiencies as must have been pointed out by the UGC in its periodic inspections. He wanted the information on the above to be furnished for each of the 130 deemed-to-be-universities.
Although those three months were over long ago, it is not known whether the UGC has submitted its report to Sibal. Even in its affidavit to the Supreme Court in the Viplav Sharma matter, the Central government is silent on this report.
The NAAC (an autonomous body established by the UGC in 1994) has granted accreditation to 140 institutions. The State-wise list of these institutions, available on its website, shows that some of the 44 deemed but failed universities are indeed among them. They include the Gurukul Kangri Vishwavidyalaya, Haridwar; Tilak Maharashtra Vidyapeeth, Pune; and the Janardan Rai Nagar Rajasthan Vidyapeeth, Udaipur. The number of institutions that had earned accreditation from the NBA (set up by the All India Council for Technical Education in 1994) is not available from its website.
The Human Resource Development Minister set up the Tandon Committee, in addition to this review by the UGC, to ascertain whether these universities were serving the purposes for which they were so declared, and whether they were complying with the conditions, if any, mentioned in the notification by the Central government in each case.
Only parts of Tandon Committee report revealed
In its affidavit, the Central government has chosen to reveal only parts of the Tandon Committee report. The committee comprised Prof. P.N. Tandon, formerly of the All India Institute of Medical Sciences, New Delhi, and a former President of the Indian National Science Academy; Prof. Goverdhan Mehta, a former Director of the Indian Institute of Science, Bangalore; Prof. Anandakrishnan, former Vice-Chancellor Anna Technical University and at present Chancellor of the Indian Institute of Technology, Kanpur; and Prof. Mrinal Miri, former Vice-Chancellor of North Eastern Hill University, Shillong.
The committee invited all deemed-to-be-universities for presentations and face-to-face discussions in August and September 2009 in four sessions. A total of 126 institutions attended these sessions. The committee had sent questionnaires seeking all relevant information to these institutions well in advance.
On the basis of their responses, the committee submitted its report on October 20, 2009. Meanwhile, the UGC submitted reports to the government on 47 of these institutions, and the government made these reports available to the Tandon Committee.
In its affidavit, the Centre has revealed that the Tandon Committee found several aberrations in the functioning of these universities. The committee concluded that only 38 of these universities justified their continuation as “deemed universities”; 44 institutions were deficient in some aspects, which needed to be rectified over a three-year period; and, finally, 44 institutions neither on past performance nor on their promise for the future had the attributes to retain their status as deemed-to-be-universities. Sixteen of these 44 institutions are in Tamil Nadu.
The affidavit only revealed some general adverse comments of the Tandon Committee against the rogue institutions. Although all the 44 institutions whose deemed status was to be withdrawn were named in its annexure, the affidavit refrained from mentioning the specific grounds on which each of these invited derecognition.
Thus, the committee found “undesirable management architecture” where families rather than professional academics controlled the functioning of institutions. Several institutions were engaged in thoughtless introduction of unrelated programmes and proliferation of degrees beyond the mandate of the original terms of grant of deemed-to-be-university status. It also found very little evidence of noticeable efforts by some institutions in regard with emerging areas of knowledge.
With the notable exception of some publicly funded institutions, very few institutions could produce evidence of “quality” research in terms of publications in leading high-impact journals in respective fields.
Lack of commitment towards research and irresponsible exercise of power with regard to admission, intake capacity, programmes and fee structure were found to be other attributes of such institutions. Many of these, which were once colleges, increased their intake capacity disproportionately and in some cases exponentially in relation to the qualified faculty strength and other academic infrastructure.
In several institutions, undergraduate and postgraduate programmes had been fragmented with concocted nomenclatures. Several institutions have prescribed fee structures considerably higher than those recommended by the official fee structure committees.
The Tandon Committee members also became members of the task force constituted by the Centre on November 16, 2009, to prepare an action plan to safeguard the interests of students enrolled in institutions whose deemed-to-be-university status was proposed to be revoked in the public interest. The task force recommended that all pre-existing colleges not found suitable for the status of deemed-to-be-university should revert to the status quo ante as an affiliated college of the State university so that students would be able to complete their ongoing courses and obtain degrees from the affiliating university.
Where an institution is unable to obtain affiliation, it suggested that every effort should be made to facilitate migration or re-enrolment of students to equivalent or similar courses in other institutions.
The affidavit estimated the total number of students enrolled in these 44 institutions to be 1,19,363 at the undergraduate and postgraduate levels, in addition to 2,124 students pursuing research in M.Phil and PhD programmes, and an estimated 74,808 students pursuing Distance Education programmes. These 44 universities are spread over 13 States, and they could be affiliated to 28 existing State universities, it said.
The task force made it clear that the entire cost of migration and rehabilitation of affected students should be at the expense of the managements of the failed institutions and must come from the corpus fund that was required to be maintained in respect of each under UGC guidelines.
The Supreme Court’s intervention might have tied the hands of the Centre with regard to derecognising the 44 deemed-to-be universities that the Tandon Committee has found to be unworthy of deemed status. But the Centre has to blame itself for its hasty announcement in its affidavit that it accepted the reports of the Tandon Committee and the task force. The announcement led to widespread concern and unrest among the students of these universities. The right course for the Centre would have been to place these reports in the public domain, invite public response, and then take a decision.
